Chapter I General Provisions

1.1 according to the provisions of the trial regulations on the production license of industrial products issued by the State Council Guo Fa [1984] No. 54 document, the administrative measures for the production license of industrial products issued by the former State Economic Commission Jing Zhi [1984] No. 526 document, and the Ji Guan Xu Fa [1984] No. 33 document of the National Office of industrial products production license and other relevant documents, These rules are hereby formulated

1.2 the applicable product range of the detailed rules is:

1.3 the quality of products applying for certification should meet the requirements of the following corresponding national standards or industrial standards:

1.4 steel barrel products by volume The category is divided into the following four license issuing units:

closed 200 liters, closed 200 liters, full opening 200 liters, full opening 200 liters

each license issuing unit above is divided into levels 1, 2, and 3

enterprises with level 1 production license can produce level 1, level 2 and level 3 products; Enterprises that have obtained level 2 production licenses can produce level 2 and level 3 products; Enterprises with level 3 production license can only produce level 3 products

1.5 the issuing department of the production license of metal packaging barrels and cans is China National Packaging Corporation, and the daily specific work is in the charge of the national packaging industrial products production license office (hereinafter referred to as the national licensing office)

7 Shenyang Institute of product quality supervision and inspection

8 Chongqing packaging products quality supervision and inspection station (located in Chongqing Packaging Technology Research Institute)

Chapter II Conditions for enterprises to obtain production licenses

2.1 enterprises must hold the business license issued by the administrative department for Industry and commerce, and the products produced by enterprises should be consistent with the business scope listed in the business license

2.2 the production prerequisites of the enterprise shall be assessed according to the requirements specified in the "assessment method for production prerequisites of metal packaging barrel and can enterprises" (see Appendix 2, omitted), and all scores shall reach the qualified score line

2.3 the quality of the applied products of the enterprise must meet the requirements of the corresponding national standards or industrial standards

Chapter III Application, review and issuance of production license

3.1 application

3.1.1 the enterprise shall submit an application to the provincial and municipal packaging industrial products production license office (hereinafter referred to as the provincial and municipal licensing office) within the time limit specified by the national licensing office, and fill in the production license application (see Annex 1). The steel drum products shall be filled in separately according to the license issuing unit, which shall be approved by the provincial and municipal licensing office After the provincial and municipal industrial product production license offices (hereinafter referred to as the provincial and municipal license offices) sign their opinions respectively, the provincial and municipal licensing offices will submit the application in one copy to the national licensing office together with the summary list

3.1.2 all provinces, cities and departments shall not attach any conditions to restrict the application of enterprises, otherwise, enterprises can directly appeal to the national licensing office

3.2 audit

3.2.1 the examination and assessment of the necessary production conditions of enterprises shall be organized by the national licensing office, and the licensing office of each province and city shall carry out the examination and assessment in accordance with the provisions of the "assessment methods for the necessary production conditions of metal packaging barrel and can enterprises". The national licensing office has the right to review the review results of provincial and municipal licensing offices

3.2.2 after reviewing the necessary production conditions of enterprises, the deposit system is also one of the most effective means for governments to promote the forced classification of garbage. The review team fills in the "review report on the necessary production conditions of metal packaging can enterprises" (see Annex 3 omitted)

3.2.3 if the necessary production conditions of enterprises are reviewed as unqualified, the enterprises are allowed to apply again after rectification within half a year, and if the second review is unqualified, Disqualification

3.3 quality inspection

3.3.1 the quality inspection of enterprise products shall be carried out by the inspection unit in accordance with the corresponding national standards or industrial standards of each product and the relevant provisions of the national licensing office

3.3.2 the sampling work of the enterprise's product quality inspection is carried out by the review team during the review of the enterprise's production prerequisites. The samples are taken separately according to the issuing unit, and the enterprise should send the samples to the designated inspection unit within the specified time limit

3.3.3 the quality inspection unit shall inspect the enterprise samples in time according to the regulations, issue the inspection report, and submit the inspection report in one copy to the national licensing office

3.3.4 if the product quality of an enterprise fails to pass the inspection at one time, the enterprise is allowed to submit a re inspection to the national contracting and licensing office within one month, and the re inspection can be carried out after approval. Those who fail to pass the second inspection will be disqualified

3.4 the contracting and licensing offices of all provinces and cities are responsible for uniformly submitting the enterprise review report in one copy and the summary statistical table to the national contracting and licensing office

3.5 approval and issuance at present, small enterprises are mainly in the production certificate

3.5.1 the national licensing office reviews the enterprise application, examination report and inspection report, determines the licensed enterprise, and reports it to the national industrial product production license office

3.5.2 the production license certificate of the licensed enterprise shall be uniformly issued by China National Packaging Corporation. The list of certified enterprises shall be uniformly distributed by the State Bureau of technical supervision

Chapter IV Management of production license

4.1 the production license of metal packaging barrels and cans is valid for five years from the date of approval

4.2 the enterprise that has obtained the product production license must indicate the production license number and mark on the product specification or product

4.3 after the completion of license issuing work, All enterprises that have not obtained the production license of metal packaging barrels and cans are not allowed to produce corresponding products, otherwise they will be punished as unlicensed production

the provincial and municipal licensing offices should cooperate with the provincial and municipal licensing offices in the investigation and handling work

4.4 after the license issuing work is completed, the national licensing office will organize regular and irregular spot checks on the licensed enterprises, and cancel the production license of the enterprise in one of the following cases

1. Those who fail to pass the spot check and recheck and still fail to pass the rectification within a time limit

2. Fraud or bribery during inspection

3. Lowering the technical standards without approval

4. Transfer the production license to users of unlicensed enterprises

4.5 after the completion of license issuing work, enterprises that are newly put into production or changed production should apply to the provincial and municipal licensing office. Before mass production, with the approval of the provincial and municipal licensing office, they will not be treated as unlicensed products within half a year. Unlicensed production enterprises must go through the application procedures with the certificate of fines and confiscations issued by the technical supervision department and the certificate issued by the competent department of the enterprise

Chapter V charge management of production license

5.1 according to the relevant provisions of Article 10 of the trial regulations on production license of industrial products (No. [1984] 54) issued by the State Council and the notice on the issuance of Interim Provisions on the charge management of production license of industrial products (No. (1992) 127) issued by the State Price Bureau and the Ministry of finance, all license applying enterprises should fill in the application form at the same time, Pay fees to the national licensing office and relevant inspection units

5.2 the charging items are examination (including certificate fees, travel expenses, information fees, etc.); Product quality inspection fee and announcement fee

5.3 charging standard according to the Jisi price letter (1995) No. 56 document of the State Planning Commission (the former State Price Bureau), the charging standard for the production license of metal packaging barrels and cans is:

1. The examination fee is 2500 yuan

1 Travel expenses 1600 yuan 2 The management fee is 900 yuan

including conference fee, document and material printing fee, certificate fee, etc

II. Inspection fee

based on the principle of frugality, it is charged according to the actual expenditure, and the announcement fee charge notice will be issued separately

5.3.2 each licensed product or unit shall pay the examination fee, inspection fee and announcement fee. If an enterprise applies for several products or units at the same time, and the examination team can complete the examination at one time, the enterprise only needs to pay the examination fee once, and the inspection fee of steel barrel products shall be paid according to the licensed unit

5.4 the production license examination fee and announcement fee shall be collected by the national licensing office; The product quality inspection fee shall be paid by the enterprise directly to the inspection unit, and each applicant enterprise shall pay the required fee at one time

for enterprises organized and reviewed by provinces and cities, the national packaging office will return them to provinces and cities according to the standard of 800 yuan for travel expenses and 200 yuan for management fees of each enterprise

5.5 the fees charged for the production license shall be used exclusively

5.6 if the applicant enterprise fails to pass the examination and needs to be re examined, only the examination fee will be charged; For products that fail to pass the quality inspection and need to be re inspected, only the product quality inspection fee will be charged

Chapter VI supplementary provisions

6.1 these detailed rules have been approved, published and implemented by the national industrial product production license office (QXB [1995] No. 25)

6.1 the detailed rules shall take effect from the date of approval
